We could say, As many as drove cars out of the sales lot that day, signed a contract to pay from a certain bank in town.

Does this mean they drove cars out before they paid? The words drove cars out appear first in the sentence. We understand, however, they would have signed the contract before driving out of the lot.

So those words appearing first do not require they actually occurred first.

Likewise with the verse.
